[ruby/csv] Resolve CSV::Converters and HeaderConverters lazy
It's for Ractor. If you want to use the built-in converters, you
should call Ractor.make_shareable(CSV::Converters) and/or
Ractor.make_shareable(CSV::HeaderConverters).
