RUBY_USE_SETJMPEX
* configure.in, include/ruby/defines.h (RUBY_USE_SETJMPEX):
include setjmpex.h only when using setjmpex() for RUBY_SETJMP.
the header of mingw32 overrides setjmp() by setjmpex().
