[ruby/prism] Fix a diagnostic incompatibility

This PR fixes a diagnostic incompatibility when using no anonymous keyword rest parameter:

```ruby
foo(**)
```

Note, although the actual update applies only to the `foo(**)` case, for reference,
`foo(*)` and `foo(&) are also mentioned below.

## Ruby (Expected)
