* Added `Ractor::Port`
* `Ractor::Port#receive` (support multi-threads)
* `Rcator::Port#close`
* `Ractor::Port#closed?`
* Added some methods
* `Ractor#join`
* `Ractor#value`
* `Ractor#monitor`
* `Ractor#unmonitor`
* Removed some methods
* `Ractor#take`
* `Ractor.yield`
* Change the spec
* `Racotr.select`
You can wait for multiple sequences of messages with `Ractor::Port`.
```ruby
ports = 3.times.map{ Ractor::Port.new }
ports.map.with_index do |port, ri|
Ractor.new port,ri do |port, ri|
3.times{|i| port << "r#{ri}-#{i}"}
end
end
p ports.each{|port| pp 3.times.map{port.receive}}
```
In this example, we use 3 ports, and 3 Ractors send messages to them respectively.
We can receive a series of messages from each port.
You can use `Ractor#value` to get the last value of a Ractor's block:
```ruby
result = Ractor.new do
heavy_task()
end.value
```
You can wait for the termination of a Ractor with `Ractor#join` like this:
```ruby
Ractor.new do
some_task()
end.join
```
`#value` and `#join` are similar to `Thread#value` and `Thread#join`.
To implement `#join`, `Ractor#monitor` (and `Ractor#unmonitor`) is introduced.
This commit changes `Ractor.select()` method.
It now only accepts ports or Ractors, and returns when a port receives a message or a Ractor terminates.
We removes `Ractor.yield` and `Ractor#take` because:
* `Ractor::Port` supports most of similar use cases in a simpler manner.
* Removing them significantly simplifies the code.
We also change the internal thread scheduler code (thread_pthread.c):
* During barrier synchronization, we keep the `ractor_sched` lock to avoid deadlocks.
This lock is released by `rb_ractor_sched_barrier_end()`
which is called at the end of operations that require the barrier.
* fix potential deadlock issues by checking interrupts just before setting UBF.

One year ago, the former method has been deprecated while the latter
has become an error. Then the 3.1 released, it is enough time to make
also the former an error.

Previously the test verified on MSWIN that huge values can not be stored in environment variables but that they can on others.
IMHO the intention of the test should not change between platforms.
Therefore this adjusts the test to have the same intention - that is to store a big value.
This also fixes compatibility with MINGW-UCRT, which previously failed with:
<Errno::EINVAL: Invalid argument - ruby_setenv(foo)>
test/ruby/test_env.rb:512:in `[]='
test/ruby/test_env.rb:512:in `block in test_huge_value'

ENV.dup returned a plain Object, since all of ENV's behavior is
defined in ENV's singleton class. So using dup makes no sense.
ENV.clone works and is used in some gems, but it doesn't do what
the user expects, since modifying ENV.clone also modifies ENV.
Add a deprecation warning pointing the user to use ENV.to_h
instead.
This also undefines some private initialize* methods in ENV,
since they are not needed.

* Windows: Read ENV names and values as UTF-8 encoded Strings
Implements issue #12650: fix https://bugs.ruby-lang.org/issues/12650
This also removes the special encoding for ENV['PATH'] and some
complexity in the code that is unnecessary now.
* Windows: Improve readablity of getenv() encoding
getenv() did use the expected codepage as an implicit parameter of the macro.
This is mis-leading since include/ruby/win32.h has a different definition.
Using the "cp" variable explicit (like the other function calls) makes it
more readable and consistent.
* Windows: Change external C-API macros getenv() and execv() to use UTF-8
They used to process and return strings with locale encoding,
but since all ruby-internal spawn and environment functions use UTF-8,
it makes sense to change the C-API equally.

version guards. This affects all code in lib, including some
libraries that may want to support older versions of Ruby.
