thread.c: volatile inside EXEC_TAG
* thread.c (rb_thread_io_blocking_region): assigned variables
inside EXEC_TAG() should be volatile.
* thread.c (rb_thread_s_handle_interrupt): ditto.
* thread.c (exec_recursive): ditto.
