merges r21343 and r21344 from trunk into ruby_1_9_1.
* configure.in (cygwin): needs properly implemented nl_langinfo().

* missing/langinfo.c: added as suggested at [ruby-core:21015], from
http://www.cl.cam.ac.uk/~mgk25/ucs/langinfo.c.
