Get rid of downloading Unicode data
* common.mk (lib/unicode_normalize/tables.rb): should not depend
on Unicode data files unless ALWAYS_UPDATE_UNICODE=yes, to get
rid of downloading Unicode data unnecessary. [ruby-dev:49681]
