[ruby/openssl] bn: avoid ossl_bn_new(NULL)
Currently, calling ossl_bn_new() with a NULL argument allocates a new
OpenSSL::BN instance representing 0. This behavior is confusing. Raise
an exception if this is attempted, instead.
