[ruby/psych] Do not depend on the evaluation order of C arguments
The evaluation order of C arguments is unspecified.
`RSTRING_LEN(value)` would fail if the conversion to a String by
`StringValuePtr(value)` is not done yet.
Coverity Scan found this issue.
