RUBY_DEVEL flag
* configure.in: define RUBY_DEVEL only in the trunk.
* gc.c: enable runtime rgengc debug if RUBY_DEVEL
* ruby.c (debug_option): enable RUBY_DEBUG in --debug option only
if RUBY_DEVEL.
