ext_conf_builder.rb: use intermediate destdir always
* lib/rubygems/ext/ext_conf_builder.rb (Gem::Ext::ExtConfBuilder.build):
it is impossible to predict which file will be installed to where,
by the arguments, so use intermediate destination directory always.
