ext_conf_builder.rb: remove circular dependency in install-so
* lib/rubygems/ext/ext_conf_builder.rb
(Gem::Ext::ExtConfBuilder.hack_for_obsolete_style_gems): remove
circular dependencies in install-so too. [ruby-core:52882]
