* enc/utf_16be.c (UTF16_IS_SURROGATE_FIRST): avoid branch.
(UTF16_IS_SURROGATE_SECOND): ditto.
(UTF16_IS_SURROGATE): defined.
(utf16be_mbc_enc_len): validation implemented.
