merge revision(s) 39284: [Backport #7860]
* tool/mkconfig.rb: remove prefix from rubyarchdir.
r39267 expands variables, it changes expansion timing,
breaks RbConfig::CONFIG["includedir"] and building
extension libraries with installed ruby.
