Generalize timeout_scale
* test/lib/test/unit.rb (Test::Unit::TimeoutOption): renamed
SubprocessOption.
* test/lib/test/unit.rb (Test::Unit::TimeoutOption#setup_options):
prefer `--timeout-scale` option.
* test/lib/test/unit.rb (Test::Unit::TimeoutOption#non_options):
prefer `ENV["RUBY_TEST_TIMEOUT_SCALE"]`.
