[ruby/reline] Support XDG_CONFIG_HOME
In the XDG Specification, if ~/.config/readline/inputrc exists, then ~/.inputrc
should not be read, but for compatibility with GNU Readline, if ~/.inputrc
exists, then it is given priority.
