`nt->serial` for `RUBY_DEBUG_LOG`
Show native thread's serial on `RUBY_DEBUG_LOG`.
`nt->serial` is also stored into `ruby_nt_serial` if the compiler
supports `RB_THREAD_LOCAL_SPECIFIER`.
