merges r22024 from trunk into ruby_1_9_1.
* missing/vsnprintf.c (BSD_vfprintf): should support 't' format
modifier to handle PRIdPTRDIFF. thanks for the info from
Kazuhiro NISHIYAMA. [ruby-core:21807]
