[ruby/rubygems] Make BUNDLE_LOCKFILE environment variable have precedence over lockfile method in Gemfile
It would be simpler to do `options[:lockfile] ||= ENV["BUNDLE_LOCKFILE"]`,
but that doesn't work as `options` is frozen.
