Ignore DEFAULT_SOURCE_DATE_EPOCH [ci skip]
Rubygems sets the date of built gems to `DEFAULT_SOURCE_DATE_EPOCH`
now unless `SOURCE_DATE_EPOCH` environment variable is set. It is
just for the reproducible build, meaningless in our ChangeLog.
