* time.c (localtime_with_gmtoff_zone): renamed from
localtime_with_gmtoff and return the timezone abbreviation name.
(guess_local_offset): return the isdst and timezone abbreviation name.
(localtimew): use the returned isdst and timezone abbreviation name.
