Don't enable YJIT by default. More tests on both Ubuntu and MacOS.

Add RUBY_YJIT_ENABLE env var and YJIT_FORCE_ENABLE compile-time constant.
Rename YJIT_STATS to RUBY_YJIT_STATS.
