x64-mingw-ucrt (platforms)
- the x64-mingw32 platform has been superseded by x64-mingw-ucrt
- the mingw-ucrt platform is present as of Windows 10, which was released 10 years ago in 2015 and all versions prior to 10 are end-of-life and 10 will be by mid October 2025
- newer rubies use the mingw-ucrt platform instead of the mingw32 platform, meaning using the deprecated platform can cause issues during gem installation

The issue was that the property that
```ruby
platform = Gem::Platform.new $string
platform == Gem::Platform.new(platform.to_s)
```
was not always true.
This property (of acchieving a fix point) is important,
since `Gem::Platform` gets serialized to a string and
then deserialized back to a `Gem::Platform` object.
If it doesn't deserialize to the same object, then
different platforms are used for the initial serialization
than subsequent runs.
I used https://github.com/segiddins/Scratch/blob/main/2025/03/rubygems-platform.rb
to find the failing cases and then fixed them.
With this patch, the prop check test now passes.

Previously 9eead86 introduced non-commutativity of platforms, and
later commit 1b9f7f50 changed the behavior of `Gem::Platform.match` to
ensure the callee of `#=~` was the gem platform.
However, when the platform argument is a String, then the callee and
argument of `#=~` are flipped (see docs for `String#=~`), which works
against the fix from 1b9f7f50.

Attempting to install a gem published as both *-linux and *-linux-musl
results in the incorrect gem being picked up, causing build failures due
to binary incompatibility. This is caused by the `nil` wildcard
swallowing the libc information upon version comparison.
Handle the linux case by performing only non-wildcard equality on the
version and asserting 'gnu' and nil equivalence, while preserving the
current behaviour for other OSes.

On past versions there were observed cases of inconsistencies when some
platforms were re-parsed.
Ensure that a platform's string representation parses again in a
platform object equal to the original.

This allows easy differentiation between ABI incompatible platforms like MSWIN64 and MSVCRT-based MINGW32.
This also implicates a distinct rubygem platform which is also "x64-mingw-ucrt".
Although the term "mingw32" is the OS-part for 64 bit systems as well, the "32" is misleading and confusing for many users.
Therefore the new platform string drops the "32" from the OS part to just "mingw".
This conforms to the common practice of windows platform testing per RUBY_PLATFORM=~/mswin|mingw/ .

"test_" prefix
This changes "test/rubygems/test_case.rb" to "test/rubygems/helper.rb",
and "test/rubygems/test_utilities.rb" to "test/rubygems/utilities.rb".
The two files are a helper for tests, not test files. However, a file
starting with "test_" prefix is handled as a test file directly loaded
by test-unit because Rakefile specifies:
```
t.test_files = FileList['test/**/test_*.rb']
```
Directly loading test/rubygems/test_utilities.rb caused "uninitialized
constant Gem::TestCase". This issue was fixed by
59c682097197fee4052b47e4b4ab86562f3eaa9b, but the fix caused a
"circular require" warning because test_utilities.rb and test_case.rb
are now requiring each other.
Anyway, adding "test_" prefix to a test helper file is confusing, so
this changeset reverts the fix and solve the issue by renaming them.

It supports to enable frozen string literal and add `--norc` option for
disable to `.gemrc` configuration.
