* ext/readline/readline.c: allow conditional parsing
of the ~/.inputrc file by `$if Ruby'.
* ext/readline/extconf.rb: check whether the
libreadline has the variable `rl_completion_append_character'
(this feature was implemented from GNU readline 2.1).
