merge revision(s) 44333: [Backport #9282]

	* lib/rubygems/commands/install_command.rb:  Restore gem install
	  --ignore-dependencies for remote gems

	* test/rubygems/test_gem_commands_install_command.rb:  Test for the
	  above.
