logger.rb: Fix handling progname

Because progname was memoized with ||= a logger call that involved
outputting false would be nil. Example code:

  logger = Logger.new(STDOUT)
  logger.info(false)  # => nil

Perform an explicit nil check instead of ||= so that false will be output.
