* ext/bigdecimal/lib/bigdecimal/util.rb (Rational#to_d):
revive zero and implicit precision support as a deprecated feature.
* test/bigdecimal/test_bigdecimal_util.rb: modify a test for the above
change.
* NEWS: describes the above change.
