resolv.rb: no encodings

* lib/resolv.rb (Resolv::Hosts#lazy_initialize): should not
  consider encodings in hosts file.  [ruby-core:59239] [Bug #9273]
* lib/resolv.rb (Resolv::Config.parse_resolv_conf): ditto.
