signal: remove window for SignalException on IGNORE
* signal.c (signal_exec): ignore immediate cmd for SIG_IGN
* signal.c (trap_handler): set cmd to true for SIG_IGN
* signal.c (trap): handle nil and true values for oldcmd
[Bug #9835]
