* complex.c (nucomp_div): raises ZeroDivisionError immediately
when the given second argument is zero.
* rational.c (nurat_fdiv): never raise even if the given second
argument is zero.
* rational.c (rb_raise_zerodiv): changed the message (zero to 0).
