envutil.rb: do not check RSS by default

* test/ruby/envutil.rb (Test::Test#assert_no_memory_leak): do not
  check RSS by default, enabled by rss optional keyword argument.
  TestHash#test_exception_in_rehash sometimes fails otherwise.
