Skip `File.atime`/`File.mtime` tests randomly failing on Travis

Not only powerpc64le, also s390x and arm32 seem failing too.  These
failures are probably caused by filesystem settings on Travis, but
unrelated to CPUs.

Ignore excessive precisions
