This reverts commit https://github.com/ruby/openssl/commit/830505172882.

The commit is part of the bigger effort to rewrite OpenSSL::ASN1 in
Ruby. OpenSSL::ASN1 is relatively isolated from the rest of ruby/openssl
and is not tightly bound to the OpenSSL API. The current implementation
also needs a major refactor for several reasons, so this remains a
long-term goal.

However, the work is not yet complete. We are close to releasing v4.0.0,
and we want to avoid shipping fragmented code in a stable branch. The
changes can be reapplied when the rest is ready.

This list was originally in alphabetical order. Sort it again.

This change should be safe since the .rb sources should only depend on
the extension and not each other.

Update the references to the file "LICENCE" with "COPYING".

The file LICENCE doesn't exist in ruby/ruby nor ruby/openssl. This has
been always the case since OpenSSL for Ruby 2 was merged to the ruby
tree as a standard library in 2003.

In OpenSSL for Ruby 2's CVS repository[1], the LICENCE file contained
an old version of the Ruby License, identical to the COPYING file that
was in Ruby's tree at that time (r4128[2]).

Revert OpenSSL::Config to using the OpenSSL API and remove our own
parser implementation for the config file syntax.

OpenSSL::Config now wraps a CONF object. Accessor methods deal with the
object directly rather than Ruby-level internal state.

This work is based on the old C code we used before 2010.
